Rochester Energy Benchmarking

The City of Rochester in Minnesota has the following voluntary energy and water benchmarking program for eligible large properties.

  • The Sustainable Rochester Building Energy Benchmarking Program is a voluntary program for large commercial and multifamily properties interested in reviewing building energy and water performance. The program utilizes two silos of information: utility meter consumption and building characteristics.

  • The purpose of this voluntary energy benchmarking program is to help building owners and occupants review whole-building performance, compare to similar buildings locally and nationally, and identify opportunities for saving money.

    In 2021, Rochester launched an RBEEP Grant for current or new participants of the voluntary program. A total of up to $30,000 is available for award, with priority given to historically underserved populations.

  • This is a voluntary program, so there are no mandatory requirements at this time. Any commercial or multifamily building over 25,000 square feet within the Rochester city limits is eligible to participate.

  • The city requires building owners to report their energy usage annually via the ENERGY STAR® Portfolio Manager tool by June 1st.

  • All energy utilities including electricity, natural gas, district energy, and any other purchased fuel type used to operate your building.

    Water is another utility required for reporting.

  • Building owners must report their energy usage data to EPA’s Portfolio Manager, a reporting tool that allows building owners to compare their building’s energy efficiency with similar buildings.
