Cook County located in Illinois has the following energy and water benchmarking laws for particular large properties.

  • Passed in July 2014, the Cook County Building Energy Benchmarking Ordinance requires annual tracking of energy and water use for county-owned buildings that are larger than 35,000 square feet. In addition to reporting, the ordinance also requires that this annual data is available to the public.

  • The energy benchmarking ordinance was passed by the Cook County Board of Commissioners after a 2013 report demonstrated that certain energy improvements in 33 county buildings had led to an overall energy reduction of 11% since 2010 and saved taxpayers approximately $3 million. The County has the goal of being a world-class model of sustainability by reducing 80% of GHG by county-owned buildings by 2050 and passed this ordinance after discovering that buildings account for two-thirds of greenhouse gas emissions in the area.

  • Any government county-owned building that’s over 35,000 square feet located in Cook County is required to comply.

  • The county requires building owners to report their energy usage annually via the ENERGY STAR® Portfolio Manager tool by August 1st.

  • All energy utilities including electricity, natural gas, district energy, and any other purchased fuel type used to operate your building.

    Water is another utility required for reporting.

  • Building owners must report their energy usage data to EPA’s Portfolio Manager, a reporting tool that allows building owners to compare their building’s energy efficiency with similar buildings.
